Though their victories had been earned, even the gods questioned what would happen if such power was allowed to grow unchecked from one season into the next.

It was Quellious, the Goddess of Tranquility, who offered the answer. Believing that true peace could exist only through balance, she gathered fragments of divine essence from every plane and forged a single being unlike any that had existed before. It was neither servant nor god, neither mortal nor immortal. It existed for one purpose alone: to stand as the final trial of those who sought greatness. Thus the Arbiter of Seasons awakened.

The Arbiter was never intended to welcome champions. It was created to test them, and if they were found unworthy, to destroy them. The Arbiter's purpose is not to end a season, nor to decide when one begins. It exists for a single reason: to prevent mortal champions from carrying the limitless strength of one season into eternity. Every victory earned during the Season of Mastery leaves its mark upon the soul, but the divine power that fuels those accomplishments was never meant to remain forever. The Arbiter stands as the final obstacle before that power can escape the balance ordained by the gods.

Many heroes have cursed the Arbiter, believing it an enemy created only to rob them of what they earned. The oldest scholars know better. Without the Arbiter, each new season would begin beneath the shadow of those who came before, and the proving ground would cease to be a test of determination. Knowledge is never taken. Achievements are forever preserved within the Library of Norrath. Titles, honors, and relics worthy of remembrance endure through every age. Only the divine strength borrowed from the Season of Mastery is reclaimed, waiting patiently until another generation proves itself worthy.
